Parliament report states under-utilisation of funds by Department of Telecommunications in 2014-15
A standing committee has stated in the Parliament that the funds allocated to Department of Telecommunications (DoT) for undertaking various schemes in 2014-15 have been underutilised.
As per the report, DoT was allocated Rs 110.37 billion under the plan for 2014-15, which includes Rs 37.02 billion under the capital plan. However, the actual utilisation up to September 2014 has only been Rs 12.09 billion, which is equivalent to only 10.95 per cent of the total allocation (at budget estimates). Further, only Rs 22.4 million of the total capital plan allocation has been utilised by DoT.
In 2013-14, DoT was allocated Rs 88 billion (at budget estimates), which was subsequently reworked to Rs 66.50 billion (at revised estimates). The initial higher allocation was mainly because the Cabinet had given the approval of funds to the tune of Rs 4.60 billion for revival of ITI Limited. Along with this, BSNL had finalised the tender for laying 57,000 km of optic fibre, which increased the capital requirement.
